On January 15, 2019 the Minister of the Environment, Conservation and Parks approved the Brooks Road Landfill Vertical Capacity Expansion Environmental Assessment (EA).​

 

BRE has received approval on the vertical expansion to the existing landfill site (see map) to provide additional capacity over a five to seven year planning period for Industrial, Commercial and Institutional (IC&I) customers within Haldimand County and the surrounding areas. The waste received at the site is non-hazardous and a continuation of what is currently accepted.

 

 

 

The vertical expansion will be achieved through a re-engineering of the Site's final contours and some redesign of the Site’s storm water management system, all within the Site's existing waste footprint and Site boundaries.

 

In addition to the vertical expansion, there will be a change to the Site’s daily incoming waste rate.

The vertical expansion will facilitate a maximum annual rate of fill rate of approximately 150,000 tonnes per year (no change), but allow for flexibility in daily quantities to accommodate the busier months of operation in the spring and summer, when more construction waste is produced.

The Environmental Assessment Process

 

As the changes that were proposed required approval under the Ontario Environmental Assessment Act, Brooks Road Environmental conducted an individual Environmental Assessment (EA). The first step in the EA process was the preparation of a Terms of Reference (ToR) that provided the framework and requirements for preparation of the EA.

 

A ToR was submitted to the Ministry of the Environment and Climate Change on April 25, 2014 for review, as required, and was approved by the Minister of the Environment and Climate Change on July 31, 2015.

 

A Notice of Commencement for the EA was published on August 27, 2015.

The draft EA was made available for review and comment from July 22, 2016 to September 9, 2016. The sections of the EA are available for download below.

The Brooks Road Landfill Vertical Capacity Expansion Environmental Assessment (EA) was made available for public review and comment from February 10, 2017 to March 31, 2017.
